Robert C. Brannan acts as counsel in negotiation and transactions of utility systems in private-to-private and private-to-public ownership transactions. Mr. Brannan represents clients in certification, certificate transfer and certified service area extension proceedings. He serves as counsel in private and public utility financings, in the public financing and representation of Community Development Districts. He also represents corporate clients in the negotiation and merger of similar business.


Mr. Brannan previously worked for Shearson Loeb Rhodes, Inc. as an analyst and trader. After law school, Mr. Brannan worked for the Sierra Club Legal Defense Fund as a clerk and attorney, served as law clerk for the U.S. District, Northern District of Florida and was an Assistant Attorney General, Civil Litigation Section. Mr. Brannan is a member of The Florida Bar and the American Water Works Association. He is chairman for the Leon County Housing Finance Authority and a non-profit developer of low-income housing.
